David Brierley has contacted me today to say that when he ran his test on the Pilgrim pump it actually produced 90psi at the gauge. He also wanted to reiterate that it is indeed a pump, his interest in the subject being proffessional as well as hobby. The sectioned drawing in the Book of The Scott shows this and if you look at the stripped down assembly it is quie obvious.
