Your posting answers one question that I was going to ask! FC is an old Oxfordshire mark and the records survive! I have recently recovered a ‘local’ number (also an FC which is Oxford City Council) for ‘Layton’. I wonder if any other Oxfordshire Scotts survive?
If you would like to find out who owned it originally I can tell you where to write to get a copy of the archive record, just send me a personal message via the forum. It will probably be one of the dealers (Laytons of New Road or Avery’s of Banbury Road, there are others).

BW (Oxford City Council)
JO (County Borough Council: anywhere outside the city)
UD (Oxford City Council)
WL (County Borough Council: anywhere outside the city)
