You may be thinking of Frank Serjeant of Peterborough, a surname with a somewhat different spelling.
Frank owned various Bugattis at different times, a variety of Scotts including a very interesting veteran with a split crankcase, thought to be a TT practise machine, several other bikes, most notable of which was a one-off 1914 “Pello” built in Peterborough. Frank hosted an SOC get together on his farm land in the early 1970’s. He died in 1991.
