At that price it has to be a good buy. As has already been pointed out the front wheel is in back to front, but that is no problem. It also has a Birmingham Scott cylinder head, of very different shape to a Shipley cylinder head, but again a minor issue. The plunger rear suspension points towards a 1939 date for the frame, possibly a Clubman Special frame, but the engine doesn’t appear to be Clubman as they had cylinder-wall oiling and two Pilgrim pumps. As usual, “Caveat emptor”.
