If the engine momentarily locked up, it is possible that a minor piston seizure occurred. The piston rings could have become stuck in their grooves due to the ring land having deformed. This would still appear to give good compression but in practice it is the crankcase suction that is important and it is possibly poor suction that is causing a failure to start. It should be possible to correct the ring grooves with a thin fine file.
