Photos show the clip either inside the mudguard or outside it. The stand side legs come in two different lengths, the longer ones for bikes with 20″ or 21″ back wheels, and then the shorter ones when the 19″ back wheel was standardised, and of course it was easier to get a bike onto the stand with the shorter length stand.
Your best bet is to just lift the stand up, and fasten the clip onto it, and then see whether it needs to be inside or outside the mudguard for the best fit.
