I don’t know “the gentleman” concerned, but I have had several similar “offers” by similar persons when I have advertised for spares. Just to irritate them, I sometimes ask for photographs of the items, and their home address. Often they will give you a clearly fake home address, but they will never offer you any photos. It seems that they always will ask for payment through Western Union, which may point towards African countries.
It sounds definitely like a scam operation. Caveat Emptor!! Alarm bells? Definitely.
